Default 69 chevelle w/factory ac/what are the kickpanel levers?

hello, I have a 69 Malibu that I bought a few months ago. the car came with factory a/c, but on the dash it says "astro ventilation" and has these levers on each side of the kick panels. what do these do?
I am trying to get the fan to blow out all the vents, not just the center vent at this point. the car has heater core, but missing most of the a/c stuff.

but I don't see any vents in the kick panels, so, I was unsure what these levers do. I have just one lever on each side. I noticed some cars had 2 levers on each side.
can anyone give me some insight? thanks!

Astro ventilation the levers open the vents and it is outside air to what look like A/C vents on the outer parts of the dash. .

That I can't tell you. I found that odd myself. People are sensitive about these car me included. I never saw a air car with astro ventilation it was one or the other.

Don't matter it can be whatever you want. I have floor vents and A/C at the same time just cause I wanted to.

To make the outer vents have A/C air just got to have the correct top manifold vent and run vents to them.
