Default water in the cowl area

Help please.
Can someone tell me how water is supposed to drain from the cowl area
I dont see drain holes...and its a perfect place for dirt and leaves to get stuck
at the lowest part and cause rust.
I found some rust under the upper cowl panel on my 70 and may have to cut
it off ...sand blast the area and weld back on.
Has anyone done this...and or drilled drain holes in the sides.

Yes underneath between the body and frame. There a rubber drain plug on mine. I left it open.

Water drains to the sides and out the bottom of the fender, between the door and front wheel. If you don't seal around the vent hole in the kick panel it will leak into the car because the water drops down on top of that area. Leaves and junk do get in there, probably why front fenders tend to rust out in that area.
