I can't get my 71 Malibu's driver side wiper arm to adjust down. It rest's on the windshield & the passenger side rest's where it suppose to be, on the chrome .How can this are be adjusted. I don't think I have the hidden setup that comes with the SS models

Ron this would be better posted in Chevelle Maintenance forum. Anyway, not sure what you have tried so far. The wiper arm fits down on a splined post. If you pull it off, there is a clip on the bottom side that holds it, you can rotate it to a new position and push it back on again.
