He is saying it takes $780 large to be a 1% in the U.S. per U.S. population/average salary.
To be a world 1% it only takes only $34k because apparently the average salary around the world is considerably less than $34k.
Meaning that a large part of the world 1%ers is probably made up of the U.S. population being the average U.S. salary is in the mid $50k(just a guess).
