One small loop hole in regards to the "Dealer" plate. As long as it has just the letter "D" on the plate instead of the word "Dealer" printed on the plate it's ok to register.

A color photocopy, a color scan, or color photograph of the license plate (passenger, commercial, trailer, or motorcycle). Do not mail the actual plate.
