Buick and olds used a filler panel and Chevelle did not.

All 68/69 rear seats are not the same for hardtops. Only the ones with Olds or Buick seat covers were the same. If used in a Chevelle and came with either an Olds or a Buick seat cover, that seat is the narrower seat that was really an Olds or Buick application. I understand this may get confusing. 68/69 two door Chevelle had 3 different seats, The Wider Chevelle seat, the narrower Olds/ Buick seat and the convertible seat.
