Town he lives in is the same town the car was stolen from on 2001. Right here in the tricounty area I live in. Oregon still requires a title on all cars no matter the year. If you don't have a title then the DMV notifies the last owner to try to get a title or have that owner sign off on the car. Or you have to chase down that person. They will not transfer title using a Bill of sale unless you have the owners signature on a application for lost title and it has to be notarized. That's what set off the fire works on the car when DMV sent the letter to the Whites. So anyone who lives in Oregon knows better then to buy a car with a Bill of Sale unless you are using it for a parts car. Sad part about the car is the parts that were taken off may have been the matching number parts for that car. In my mind if they were then they should have been returned with the car because they can be proven they belong to that car.
