Open the meter box and see if you have 2 hot legs coming into meter and 2 coming out. Don't worry about breaking the seal, workers open them all the time when they need 220 power when working outside.
The power here sucks. We have a whole house standby gen, so do the people behind us, 2 across the side street. Next store and across the street have portable gens. We lose 1 leg a lot, may only be for a few seconds but enough to mess things up. I have a battery backup on the DVR and TV, one on the modem and one on the desktop PC. That's a lot of crap because they can't give us decent power.
