Default Carb or Vacuum issue?

I got my car running a few weeks ago and since then I haven't been able to get it to idle right. The initial timing is set right around 12° and total is about 34°. The motor runs smooth in the upper RPM range untill it gets down about 1100-1200 RPM them it just pretty much just sputters and quits. The carb ran fine on the motor before I started the project, and after I got it running few weeks ago it wasn't right so I rebuilt the carb and everything seemed just fine with it. Well I messed with it again tonight and was able to look down in the carb this time with a light and there is hardly any fuel coming out the venturis. The cam is supposed to pull 15in/hg at 800RPM. I check tonight around the intake gasket and carb base with brake clean and it didn't idle up any. I just ordered a vacuum gauge so it should be here friday and I can see how much it's actually pulling. Check out the video and let me know if you have any other thoughts?
