hole in firewall help

Can anyone tell me what the hole in the firewall is for
Its under the column hole.
Also on the column. do i need this lever on a console shift car.

Thanks chevymaher....cant believe i didnt think of that...duh.
I have electric speedo now...so im closing up the hole.
