You're third pic is a Fisher Body trim tag, it does not have the full VIN which is assigned by the assembly plant. The VIN tag is located at the bottom edge of the dash at the windshield.
To read the trim tag, which has body style, paint and interior codes try this link. http://www.chevellestuff.com/ |

Judging by the pop rivets it appears the cowl tag has been removed and reinstalled. Could be from a cowl panel replacement or a tag swap? The actual VIN tag can be hard to read if the windshield area ever leaked and rusted up. Not too many are lucky enough to find a build sheet under the carpet or tucked into the back seat frame. I know in NY they print the VIN on a transferrable registration for vehicles before 1973- everything after gets a title.
